13 August 2012Accountant in Bankruptcy (AiB) announces the appointment of two new Non-Executive Board Members to take on the role of offering independent challenge and professional expertise, improving accountability and decision making for the Scottish Government's Executive Agency.
Jeremy Brettell and Kate Dunlop bring with them a wealth of experience from the finance and business sector. Jeremy Brettell’s career spans more than 30 years in personal and commercial banking, including practical skills in business and strategic planning at board level and experience in the lending and debt recovery sector. Kate Dunlop has held a variety of board level roles within both the public and private sector, with several years experience in financial services and considerable skills in strategic management. Both new members join the Agency at an exciting time while current activity on bankruptcy legislation reform offers a unique opportunity to shape the future of the debt and insolvency sector in Scotland, and help develop the role of AiB.
The two newly appointed professionals join AiB’s existing Non-Executive Board Members; Yvonne MacDermid, Chief Executive of Money Advice Scotland, Donna McKenzie Skene, Academic in insolvency law and Fiona Gavine, Director of her own project development and management consulting firm.
AiB's Non-Executive Board Members will contribute to AiB's Board by bringing their relevant expertise to help develop the strategic direction of the Agency, consider performance issues and offer counter balance and independent challenge at Board level.
Accountant in Bankruptcy’s Chief Executive, Rosemary Winter-Scott said:

Our new Board members bring with them a wealth of experience in strategic planning and business management and they join an existing group of experts from across the debt, insolvency and financial sector. I am confident that this, coupled with our on-going engagement with key industry stakeholders, ensures that our strategic decisions are being made with the best knowledge and expertise available.

The appointment of additional members demonstrates AiB’s focus on constantly improving its corporate governance measures and ensuring that informed, accountable decision making is at the heart of Scotland’s insolvency service.
Background
· Accountant in Bankruptcy (AiB) is an Executive Agency of the Scottish Government. Its mission is: “To ensure access to fair and just processes of debt relief and debt management for the people of Scotland, which takes account of the rights and interests of those involved”. · Accountant in Bankruptcy (AiB) is responsible for administering the process of personal bankruptcy, the Debt Arrangement Scheme (DAS) and recording Corporate Insolvencies in Scotland.
· Appointments to The Board of AiB are made by the Agency Chief Executive following open competition and after consideration by a panel which include the Agency Chief Executive and two independent panel members.
· Non-Executive Board Members’ biographies:
Jeremy Brettell has considerable business experience at senior level across a number of Boards, and currently specialises in effective Board Leadership and Corporate Governance. A Chartered Associate of the Institute of Financial Services, he has also attained the Institute of Directors Diploma in Company Direction and is currently seeking election as a Chartered Director. His career includes roles in personal and commercial banking, including lending and debt recovery.
Kate Dunlop is an experienced non executive director with a strong background in financial services. Kate has been responsible for financial planning at both strategic and operational level in a number of organisations from small charities to a FTSE 100 bank.
Fiona Gavine has over 24 years experience in industry and commerce; in finance, operational, business and strategy roles, the last 15 years at Senior Management/ Director level. Following her training and employment as a Chartered Accountant with Touche Ross and Co, Fiona moved into a number of finance roles with ICI PLC. She joined Zeneca PLC in an international finance position then moved to Compaq Manufacturing PLC as Financial Services Manager before taking up a pan-European operational role. Fiona was also Director of a European business unit with Hewlett Packard before establishing her own consultancy practice (Quest Business Consulting Ltd).
Donna McKenzie Skene worked as a solicitor from 1987-1992, focusing on civil court work, including all aspects of debt recovery. She embarked on an academic career in 1992, specialising in insolvency law. She has written the only Scottish legal textbook to cover both corporate and non-corporate insolvency law as well as contributing a chapter on bankruptcy law to one of the leading Scottish legal textbooks.
Yvonne MacDermid has over 20 years of experience in the areas of debt advice and consumer protection. She began her career in 1987 with Trading Standards as an Enforcement Officer focusing on Consumer Credit law before being quickly promoted to a Money Advisor. In 1989, she became involved in the establishment of ‘Money Advice Scotland’ where she went on to become Chief Executive in 1997. She has since led this organisation to promote money advice and good practice.
