Scenario
The debtor asked for a review of the trustee's decision not to grant his discharge. He claimed that the trustee’s opinion that he hadn’t cooperated was utter rubbish and they were the ones who were at fault. He asked that the decision be overturned, and his discharge granted. Representations were received from the trustee. The trustee confirmed that they had issued the Form 2 to the debtor on 3 separate occasions but he had failed to complete and return it. They agreed to send the form again and advised that they would reconsider discharge when this was returned. The reviewing officer conveyed this message to the debtor, but he failed to respond.
